On 7/21/22 in the Diamond Springs / El Dorado Advisory Committee meeting, Rafael Martinez shared the history of the by-pass and the current timeline for starting Phase 2. The projects in review that evening were the By-Pass and the Dorado Oaks project. Kevin Sweeney, owner of the Dorado Oaks property was attending the meeting remote and is shown on the right side of the screen.
